Welcome to Jharkhand Aspirant Notes
Jharkhand Aspirant Notes is a dedicated learning platform created especially for JPSC aspirants who are preparing seriously for the Jharkhand Public Service Commission examinations. The main objective of this initiative is to make quality study material accessible to every deserving student without any financial burden. Here, aspirants will receive well-structured and exam-oriented mains notes completely free of cost, ensuring that lack of resources never becomes a barrier in their preparation journey.
This platform functions under the able guidance and mentorship of Dr. Manish Ranjan, IAS, a 2002-batch Indian Administrative Service officer known for his administrative experience and deep understanding of governance and competitive examinations. His vision and academic direction help maintain the authenticity, relevance, and quality of the content provided to students.
The initiative is also supported by Mrs. Amrita Arshi, JAS, a 6th-batch JPSC officer who is currently serving as an Administrative Officer at SKIPA. Her practical administrative exposure and understanding of state-level examinations add significant value to the platform, making the notes more aligned with real exam expectations and the needs of Jharkhand aspirants.
Dr. Manish Ranjan is an officer of the Indian Administrative Service (IAS) and currently serves as the Director General SKIPA, Ranchi. He has served previously as Secretary to the Government of Jharkhand, heading the Department of Rural Development with additional charge of the Rural Works Department. Apart from this he has also served as the Divisional Commissioner of Kolhan, Ranchi, and Dumka divisions, and held important positions at the national level, including Additional CEO at the Election Commission of India and Director of Census Operations in the Ministry of Home Affairs, Government of India.
Dr. Ranjan holds a Master’s degree in Public Affairs from the University of California, Berkeley and a Ph.D. in Integrated Development. A Chevening Fellow, he has received advanced training in public policy, governance, technology, international law, and climate change from leading global institutions including Oxford University, Johns Hopkins University, Korea Development Institute, Frankfurt School of Finance and Management, and the ILO International Training Centre, Turin.
He is also a visiting faculty member at institutions such as LBSNAA Mussoorie, NIRDPR Hyderabad, University of Delhi, and XISS Ranchi, and has authored several books on management, decision-making, and professional development. His interests include development policy, theatre, and youth empowerment, particularly in Left Wing Extremism (LWE) affected regions.
Mrs Amrita Arshi is 6th JPSC, Jharkhand Administrative Service Officer, currently serving as Administrative Officer at SHRI KRISHNA INSTITUTE OF PUBLIC ADMINISTRATION (SKIPA), Ranchi. She also has served in different Administrative Roles in different districts of Jharkhand.
